Il 7 giugno, la Commissione europea ha pubblicato la sua proposta di regolamento in merito al nuovo Programma Quadro (2021-2027) di Ricerca e Innovazione “Orizzonte Europa” Horizon Europe (l’attuale Horizon 2020). L’Esecutivo europeo propone “di rafforzare il programma nell’obiettivo di aiutare l’Ue a rimanere all’avanguardia nella ricerca e nell’innovazione a livello mondiale e di competere con altre economie sviluppate ed emergenti. Sulla scia di Orizzonte 2020, il nuovo programma continuerà a promuovere l’eccellenza della ricerca e a concentrare l’attenzione sull’innovazione, ad esempio attraverso lo sviluppo di prototipi, di beni immateriali e il trasferimento delle conoscenze e delle tecnologie. Inoltre, un nuovo Consiglio europeo per l’innovazione fungerà da “sportello unico” per gli innovatori ad alto potenziale, affinché l’Europa diventi pioniera dell’innovazione che crea nuovi mercati”. Questi nuovi orientamenti rischiano però di restringere e annullare lo spazio per uno strumento interamente dedicato alle PMI non altamente innovative nel nuovo Programma Quadro e quindi di indebolire l’attuale “Strumento PMI” che, in “Horizon 2020”, sostiene le PMI europee nello sviluppo di nuovi prodotti e servizi da inserire nel mercato. Per questa ragione Confcommercio ha contribuito – insieme ad APRE (Agenzia per la promozione della Ricerca europea), Confindustria, Confartigianato, Unioncamere, CNA, Confapi – a un’iniziativa, un testo-manifesto, finalizzata al mantenimento di uno strumento di finanziamento dedicato esclusivamente alle PMI nel prossimo Programma Quadro. “Mentre la proposta della Commissione di mantenere il futuro Consiglio europeo per l’innovazione – EIC sul front-end dell’innovazione rivoluzionaria è benvenuta, i promotori sottolineano che l’innovazione con un forte impatto sulle società è anche consentita dal miglioramento continuo di prodotti, servizi o modelli aziendali esistenti e che i meccanismi di finanziamento dovrebbero essere concepiti per sostenere questo concetto ampio ed equilibrato di innovazione, offrendo sostegno a tutte le imprese innovative. Lo strumento per le PMI di Orizzonte 2020 ha fornito con successo a molte piccole e medie imprese europee l’opportunità di sviluppare progetti altamente innovativi, promuovere lo sviluppo delle imprese e coltivare l’ecosistema dell’innovazione dell’UE. Pertanto, dovrebbe essere replicato in Horizon Europe – mantenendo la natura mono-beneficiaria e l’attuale struttura in diverse fasi – con un budget sostanziale in linea con i suoi ambiziosi obiettivi.”
