Primo a prendere la parola Carlo Cottarelli, direttore dell’Osservatorio sui conti pubblici dell’Università Cattolica di Milano, secondo cui “è necessario mettere in sicurezza i conti pubblici, visto che stiamo ancora pagando le conseguenze dell’attacco speculativo scatenatosi sei anni fa. La soluzione è far scendere il rapporto tra debito pubblico e Pil: in condizioni relativamente normali come quelle di oggi il debito dovrebbe scendere del 3% l’anno per metterci al riparo da attacchi speculativi in caso di recessione. Come? Non aumentando il deficit, ma tagliando la spesa”. Attualmente Cottarelli non vede pericoli immediati: “il ciclo economico è favorevole e la liquidità abbondante. Il rischio eventuale viene da una nuova fase recessiva e dalla fine del QE della Bce”. Dopo l’intervento del fiscalista Tommaso Di Tanno, che ha spiegato il meccanismo della flat tax, il microfono è passato all’esperto di diritto del lavoro, previdenza e welfare Giuliano Cazzola, che ha difeso la riforma Fornero delle pensioni (“se non si fosse fatta, avremmo buttato nel cestino venti anni di riforme”). Per Susanna Camusso, segretario generale della Cgil, “la sensazione è quella di stare in un quadro completamente nuovo ma con discussioni che ripetono schemi già usati. Bisogna invece farsi domande nuove perché il Paese è cambiato”. “Gli elementi di fragilità del Paese – ha proseguito la Camusso – sono cresciuti e non diminuiti. Per esempio è cambiato il rapporto tra consumatori e modi di consumo, basti pensare alla valanga di problemi portata dalla digitalizzazione nel terziario”. Il segretario generale della Cgil ha poi messo sul tappeto il tema della diseguaglianza, per combattere la quale “va esercitata la leva fiscale con maggiore progressività e attenzione ai patrimoni”. Infine una significativa riflessione sulla contrattazione: “la moltiplicazione dei contratti nei vari settori è dumping, ci vuole più rappresentatività concentrando l’iniziativa sull’innovazione”. La sessione si è chiusa con l’intervento di Angelo Buscema, presidente della Corte dei Conti, che ha sottolineato tra l’altro “l’immutata l’esigenza di ridurre la pressione fiscale attraverso una riduzione della spesa pubblica”.
