In vista degli incontri con i leader politici Confcommercio ha elaborato il documento “Un tema, una proposta. Le priorità delle imprese del terziario per la prossima legislatura”. Un paperin 24 punti per evidenziare i temi-chiave e le misure indispensabili per una crescita più sostenuta e per creare condizioni di mercato più favorevoli per la competitività delle imprese del terziario di mercato.
In occasione degli incontri del 13 e 14 febbraio con i leader politici Confcommercio ha elaborato un documento dal titolo “Un tema, una proposta. Le priorità delle imprese del terziario per la prossima legislatura”. Un paper composto da 24 punti per evidenziare i temi-chiave e le misure indispensabili per una crescita più sostenuta e per creare condizioni di mercato più favorevoli per la competitività delle imprese del terziario di mercato. Queste, in sintesi, le proposte di Confcommercio per la prossima legislatura (in allegato la versione integrale del paper): in materia fiscale, Confcommercio chiede innanzitutto l’eliminazione degli aumenti dell’Iva previsti per il 2019, un’eventualità che avrebbe effetti catastrofici sui consumi delle famiglie e penalizzerebbe i livelli di reddito medio-bassi; propone, inoltre, una riforma dell’Irpef che preveda poche aliquote ridotte e l’introduzione di una “no tax area”; la riduzione e la semplificazione della tassazione locale attraverso l’introduzione di un’unica imposta sugli immobili, la “local tax”, che sia totalmente deducibile per gli immobili strumentali delle imprese; tra le priorità, sempre in ambito fiscale, il riporto delle perdite per le imprese in contabilità semplificata che adottano il nuovo regime di cassa e la web tax per le multinazionali dell’e-commerce. In materia di lavoro, Confcommercio conferma la necessità di mantenere alcune importanti novità introdotte dal Jobs Act, come la flessibilità del lavoro, la riforma degli ammortizzatori e il bilanciamento delle politiche attive e passive, ma ritiene indispensabile proseguire nella riduzione strutturale del costo del lavoro e individuare uno strumento per il lavoro occasionale in grado di colmare il vuoto generato dall’abolizione dei voucher che sia semplice e utilizzabile da tutte le imprese, non solo fino a 5 dipendenti; rispetto al salario minimo per legge, Confcommercio esprime contrarietà e propone di fare riferimento alle retribuzioni stabilite dai contratti collettivi nazionali di categoria. In ambito previdenziale, Confcommercio, evidenziando le possibili ripercussioni dell’abolizione della legge Fornero, ribadisce che qualsiasi intervento sul sistema pensionistico deve garantire la stabilità dei conti e la sostenibilità futura. Tra gli altri temi prioritari contenuti nel documento: il commercio (no a ulteriori liberalizzazioni, reintroduzione di una regolazione minima per le aperture dei negozi, eliminazione del vantaggio competitivo per gli agricoltori nelle attività di distribuzione e somministrazione), il credito (rafforzamento degli strumenti di “microcredito” imprenditoriale, attuazione della riforma del fondo di garanzia per le Pmi e rilancio dei confidi), le infrastrutture e i trasporti (nuova governance, semplificazione di norme e adempimenti, maggiore accessibilità competitiva), il turismo (necessità di attuare il Piano strategico di sviluppo del turismo, contrasto all’abusivismo, rafforzamento del credito d’imposta), il Mezzogiorno (rilancio del Sud tramite la valorizzazione delle risorse del territorio), l’Europa (introduzione di meccanismi all’interno della Ue che tengano in maggior considerazione le diverse caratteristiche e esigenze degli Stati membri), le città (necessità di una strategia nazionale per la riqualificazione urbana e la programmazione commerciale), l’innovazione (allargamento della platea delle imprese che possono accedere alle misure previste dal piano Impresa 4.0), i pagamenti elettronici (maggiore diffusione di questi strumenti, ma no a obblighi e sanzioni per la mancata accettazione di bancomat e carte di credito).
